Description : I want to create a site similar to http://www.franchisebusinessreview.com/ with the same features.

The only different thing I would need to have, is that reports will not be open to general public. To access them the general user would have to log-in after payment via Paypal.
The franchise company would also be able to log-in after payment, example of the report they would get:
The franchisee would have a Franchisee Review Login, where they will answer all the questionaire.

There would be a back-end admin to manage the whole thing.
